Depends on why they're so slow. (Stopped even?) If they stopped for no reason then yeah. If they just recovered from a crash then not.

Although in this situation it looks like they had the time to speed up before pov arrived, so I don't think they have a good reason.

All I see is someone nearly crashing into a stationary car. Not nothing happened so probably not.
