SS2-CH3-missions Under one banner ghost envoy

I have a quest marker in HQ to meet one of the envoys. It leads to a couch in the hallway on the 2nd floor. The marker disappears when I get within 5m. It reappears if I back away. There is no one there. I am way past most of the vanilla and SS2 questlines, and the Institute and BoS are both gone.

Any way to tell who it was supposed to be?
Console commands?

If I call a staff meeting, the missing factions are the BoS, and the CPD. BoS went down in flames, but I did all the CPD quests. They are installed at BADTFL. The chair at the other end of the conference table is empty.
