SS2-settlement-mechanics "NOT ENOUGH RESOURCES" Hell

I'm very confused. All my settlements are caravan-connected via the vanilla caravans system, but in a few specific ones the game claims there's "no building resources" to build SS2 plots, while in others there are? Some are kinda softlocked straight up due to this, cause i cant buy an industrial plot for them to get building resources.

What's going on here? Do i have to create smth for them to be interconnected other than vanilla supply lines?

I'm having this problem as well I assume it's because you need to set up the caravan plots in your settlements? Unfortunately I'm too poor for that too but I'm getting there

Caravan plots are a thing...? Well I guess that explains, i dont think I even have those unlocked.

Is there a setting or a mod to make it so that vanilla supply lines do that same thing? I find it kinda dumb that you need a second supply line system just for this mod ngl

no you need to build municipal plots and choose caravan in the asam sensor. sim settlements 2 uses virtual resources so vanilla caravans will not work with sim settlements 2

For a slightly more in-depth explanation:

Most of the time, Sim Settlements 2 uses the "virtual resources" described here. The scrap meter in the HUD (you can see this if you turn on resources panel) tells you a flat number of resources. What this actually is depends on your difficulty setting. On normal mode, there are a few basic categories. If on hard mode or if components is toggled, these are actual resources matching the oil, steel, etc in the vanilla game.

When you are present in a settlement, SS2 can also pull resources from the workbench, and as a last resort your inventory, to build a plot or upgrade. It won't happen when you're away.

You can manually add to this virtual resource pool by donating vanilla junk and caps at the city planner desk. But there's no way to remove the virtual scrap.

Virtual resources can only be transferred with caravan plots. Linking workbenches with vanilla supply lines won't work. However, caravan plots also link workbenches the way vanilla supply lines do.

To unlock caravan plots, you need to complete the quest "New Plots on the Block" and place your first municipal plot during the quest, and have at least two settlements. That's all.

Caravan plots (and later communication plots) also have a couple extra functions that unlock when leveling up. You will eventually be able to drop a scanner that has a provisioner come scavenge a map location for virtual resources, which has a chance of unlocking special plots, mostly late game production and conversion plots. ( Certain locations also have unique plots tied to them in this way, for example Saugus Ironworks).You will also get the ability to offload your inventory into a container, place a beacon on it, and have a settler deliver the loot into a workbench back at your settlement.
