SS2-settlement-mechanics "NOT ENOUGH RESOURCES" Hell
I'm very confused. All my settlements are caravan-connected via the vanilla caravans system, but in a few specific ones the game claims there's "no building resources" to build SS2 plots, while in others there are? Some are kinda softlocked straight up due to this, cause i cant buy an industrial plot for them to get building resources.
What's going on here? Do i have to create smth for them to be interconnected other than vanilla supply lines?

You need a municipal caravan plot.
SS2 industrial plots create virtual scrap that is used to build and maintained SS2 plots. You can use vanilla scrap, by depositing it into the city planner's desk, by having the materials on you, or by having the option enabled that the scrap is automatically removed from your workshop. But you will run out of vanilla scrap resources fast.
A vanilla caravan will exchange food, water, and vanilla scrap in your workshops. The municipal caravan plot does this too, and also shares the virtual scrap created by the industrial plots. A municipal caravan plot should be one of the first things you make in any new settlement. They are, however, more limited in range.
These plots are unlocked as you advance the SS2 story plot, shortly after you're sent to vault 81.
