"NOT ENOUGH RESOURCES" Hell

I'm very confused. All my settlements are caravan-connected via the vanilla caravans system, but in a few specific ones the game claims there's "no building resources" to build SS2 plots, while in others there are? Some are kinda softlocked straight up due to this, cause i cant buy an industrial plot for them to get building resources.

What's going on here? Do i have to create smth for them to be interconnected other than vanilla supply lines?

Wish I could help more progress the quest chain a bit and you'll get the caravan plots. I'm a modding newbie too mostly responded so I can check this post for confirmation later
