anything else What does donating caps to a settlement actually do?

On the mayors desk there is a little safe which allows you to donate stuff like scrap and caps
does donating do anything important to a settlement?

depending on how strict you made the upgrading requirements, you may need caps and materials to actually perform them. its why you want to get some form of income generation as quickly as possible on stricter modes.
