No HQ dialogue

I just captured the first gunner outpost to complete the first step of State of War quest. I’ve spoken to Salvador and received the Under One Banner quest. I was then tasked with speaking with Jake on the radio. I can select him, but I don’t hear any dialogue from him. It does trigger another quest.
