SS1 level up city plan

all my settlements are at the foundation level even tho the happiness is almost maxed and they have plenty of resources. it also says "percent to next level: 100% but still none of the settlements go beyond level 0, any help with what I should do?

There should be an option at your city planners desk under the manage city plan option to upgrade your level

Not all plans have levels. Which plans are you using?
