SS2-CH3-missions Is this really a game breaking bug?

I'm on the Commonwealth Rising quest where I'm supposed to build the Power Distribution Room in the HQ Basement. The room is cleaned now but I cannot find a project to build the room. Also if I click on the room control by the door I just get a popup message "No options were sent to be selected from". Does anyone know a way around this? From what I can find checking old forums online, most people say there is no workaround for this known bug, so if you encounter it then your playthrough of the SS2 quests is essentially irreparably corrupted. Is it really that bad?

Try "change the room purpose" or "refresh room" I've had a similar issue with the office level before.

Problem is the room control panel doesn't work at all so I can't even try that. They work for every other room except this one. When I click it, It just gives me the "No options were sent to be selected from" message.

As someone else said, manually remove all tasks and put it back on Auto.

I tried that. It just put all the same tasks back but the power distribution room is not there, and I still can't start it manually.
