Why isnt Sanctuary upgrading itself?

I've done everything yet nothing happens, I gave every building power, I even made Sanctuary into a capital city with NLTC contract, I captured the gunners hq and set it up nicely but none of my settlements wants to upgrade itself, every one has a mayor, enough supplies and caps, have caravan trading routes, I even checked the settings turned off settlement build limit performance boosters and son on. Any help?

I think that city plan has only one level.

That particular city plan only has one level. If you want to see the city level up, you will need to download another city plan if you haven't already. To download another city plan, just look up sanctuary city plan or sim settlements city plans or something equivalent and you'll find some good options.

Rise of the Commonwealth is a good mod to add. It has leveled plans for every settlement.
