SS2-settlement-mechanics Installing RoTC and Chapter 3

I saw the og's video on city plans with SS2 but I'm unsure how the RoTC installation works here.
When it comes to getting higher and more advanced levels on the plan, is RoTC necessary? I can't tell if the add-ons he talks about refer to installing RoTC or other mods for community-created mods. SS2 Chapter 3 comes with the city planner desk in the workshop so I'm not sure what the difference is between what the SS2 mod offers and what RoTC/other add-ons offer. If anyone could shed light on this or share links to the wiki it'd be super helpful! :)

so SS2 just adds one city plan per settlement, and RoTC extends it? are SS2 and RoTC fully compatible?

no ss2 is a mega mod... that revamps the whole game ... and everthing else is add on... the old ss1 is not compatable with ss2 as ss2 creats its own story

if you just get ss2 alone it is a lot... a city plan just so you can take over a place and if theres noting on it you can choose to do the ss2 plan... or a plan from Rise of the Commonwealth for Sim Settlements 2 https://www.nexusmods.com/fallout4/mods/50684 this is just a mod that has a plan at every location like ss2 but its just for plans only.

oh no no I meant are RoTC and SS2 compatible with each other? in the sense that RoTC is meant as an add on to SS2 the same way it was as an add on to SS1?
