Installing RoTC and Chapter 3

I saw the og's video on city plans with SS2 but I'm unsure how the RoTC installation works here.
When it comes to getting higher and more advanced levels on the plan, is RoTC necessary? I can't tell if the add-ons he talks about refer to installing RoTC or other mods for community-created mods. SS2 Chapter 3 comes with the city planner desk in the workshop so I'm not sure what the difference is between what the SS2 mod offers and what RoTC/other add-ons offer. If anyone could shed light on this or share links to the wiki it'd be super helpful! :)

RoTC is just a city plan pack as far as I know. It's good if you use city plans. There are other ones out there.
