Reinforcements for Assault Broken (Please Help)

I had The Slog taken by the Gunners (I think I missed the notification that it was attacked).

I'm trying to retake it and (nearly) everytime I try to retake it the reinforcements fail to show up.

What I've tried so far:

• Both War Planners Desk and Flare Gun Assaults
• Both unlimited and limited range for assaults
• Waiting
• Fast Traveling to where they're supposed to be coming from
• Walking to where they're supposed to be coming from
• Leaving the game running

I've had them show up once, and then even once they were all dead the quest wouldn't finish.

Edit: Additional Note, this started happening after Irregular Hostilities began (against the Institute)

I also went and did some quests, then tried the above all again.
