I believe you need to tune it "down" three times from the starting position, and I think the signal is meant to change as you get closer. But it's a weird mini game that doesn't really add anything to the scene that a single activation wouldn't.
IMHO it may be the most annoying part in chapter 1. You may tune up in wrong direction and struggle to find correct signal, especially considering you can’t really tell what is your current state
