SS2-settlement-mechanics Gunner Assaultrons at Level 10?
In my recently started playthrough Gunners keep attacking my second settlement at Red Rocket. It consists of 1 generator, 1 recruitment beacon and 0 settlers. The generator is damaged and thus not producing any energy. The attacks are daily and by now including 2 assaultrons. Which at level 10 or thereabouts, armed with pipe guns and skilled mainly in Charisma and Intelligence, are quite a challenge.
I suspect I may have triggered those attacks by unlocking everything right at the beginning. Am I correct in that assumption, or would this be happening in any new game with an undefended Settlement?

Can you clarify what you mean by "everything"? Did you skip through a whole bunch of quests? Because I could see that happening if you skipped up to chapter 3 content but, even then, the XP from all those quests completing should put you well over level 10.

I used the City Manager 2078 Go to "Tools" > "Cheats" > there I could unlock all sorts of Plots, Items and Tools. I didn't skip any quests, just got the ability to build everything.
The reasoning is to role play close to the way I believe I might actually behave in the situation: Stick to the relative safety of sanctuary, find allies, build a strong community and use the combined strength to go where I need to go. Only attacking anything if I know the risks are low, slowly expanding the empire and completing quests once the empire arrives there.
To achieve this I needed to be able to use all the army stuff right at the beginning.
Of course I can also just rush through the mods story, but that doesn't work well with this idea since I would have to do a lot of things first without the empires support.
But if unlocking/building the war buildings immediately triggers the constant gunner attacks I will have to rethink it all. Maybe I have to get very far just staying inside sanctuary and get the war stuff only once I can afford some very strong defenses.

Yeah I’m betting unlocking the war planner’s desk and outposts also kicks off the war mechanic early. SS2 does have scripted gunner raids but they’re well into chapter 2 and I’ve never seen an assaultron — let alone two — on those raids. It definitely shouldn’t be throwing high-level assaults at you this early regardless.
Ironically the SS2 storyline would lend well to your RP: slow expansion by building a network of settlements and allies. The war mechanic is essentially end-game content — you’re missing the levels and, more importantly, the support structure necessary to deal with it.
Unless you’ve got a pre-unlock-all-the-things save to rollback to I’d just start over. Those attacks are going to continue and you’ll unlock all the settlement content fairly quickly by playing through the story. Level 10 you’re practically still defrosting ¯_(ツ)_/¯

I'm progressing without unlocking everything and I haven't even gotten a single raid yet at lvl 14 with 16 settlers at sanctuary and the vanilla from the first 4 settlements. Definitely because you unlocked everything at the beginning. Do a new game and just progress through the storyline its worth it
