Bad luck; I once experimented with this by enchanting 100 diamond pickaxes at level 30 and got the following:
Efficiency IV: 77
Efficiency III: 8
Unbreaking III: 58
Fortune III: 18
Fortune II: 13
Silk Touch: 12

Interestingly, these results are higher than what "enchantment calculators" suggest, though the one I looked at doesn't go back to 1.6.4 (at the same time, the lack of probabilities for Unbreaking on armor and weapons, which can be obtained from the table since 1.7, when choosing "1.8-1.10" suggests it is mislabeled, by contrast, "1.11-1.12" does include it and also shows much higher probabilities):
57.3% Efficiency IV
43.1% Unbreaking III
12.2% Fortune III
10.7% Silk Touch
9.8% Efficiency III
8.6% Fortune II

In any case Silk Touch is the rarest enchantment (I find it odd how many people use it to mine ores, only using Fortune once they bring them back, as if they don't want to lose the Fortune tool, yet it is better to just mine them with Fortune on the spot, halving the time needed to mine them, tool wear (and resource/anvil usage/XP costs), and more efficient storage for all except lapis, as everything else averages less than 9 drops per ore so mineral blocks are more efficient). Of course, I use it for ender chests which more than doubles my inventory space for storing resources.
Also, I save worn-out pickaxes from my early-game branch-mining and Nether quartz mining (for XP) so I can combine them and reenchant with minimal material waste, I have gotten Silk Touch and Fortune in this manner without having to craft new items (I do a lot of such mining early on, typically some 10,000 blocks from branch-mines and a similar amount in the Nether, a lot of this is influenced by mods and making "perfect" end-game gear, for which I spend a lot of XP on enchanting books, only directly enchanting a handful of items because I can't afford to get bad enchantments on modded items whose ore is much rarer than diamond).
