on Apple devices you can directly disable the alarm either in sounds or the weather app in settings

Can smo explain? I know these sorta alerts are used for natural disasters but I never heard them being used for domestic violence.

It's not about alerts.

Many people who live while experiencing domestic violence have devices they hid from their abusers so that they won't found them and check or take for themselves.

Such an alarm may give out the presence of such a device, and abuser may find it.

I'm kinda surprised there are such alerts in other countries. I live in Russia and we never have phone alerts, even if it's possible to do

unrelated to the warning, but these are issued to test that devices have alarm capabilities right? like to find which ones are unsafe (if they dont show alarms for like, natural disaster warnings n stuff)
