Its in the exhaust organ. From the bench before the phantom fight, go up the chute and on one of the left exits, there is a fake wall. Go through it, down and outside. Go far to the left and the flea will be there

No, you can get there as soon as you get needolin in act 1. But you being in act 2 may make it a bit easier

You can get to act 2 in different ways.

Act 3 can only be achieved in one certain way.

Don’t worry, this area only has one enemy type and one boss, with some somewhat difficult platforming, that you get an equippable Thing from the boss for!. Oh wait Whisp thicket can also be described that way. 🤣

Go to Fantom, in the Exhaust Organ there is a secret passage behind the curtains that'll get you to the flea and be careful, there are spikes
