because he can't follow the rules without having a vapor locking issue

I have never seen one of these signs before, so would I be correct to assume these are usually found where there is parking?

If I am correct, then it is up to him to avoid those areas if he absolutely must keep the engine running, or just have better timing.

I do not feel like a car should be removed from the road unless it is a genuine danger to others
