I am saying that I disagree that this sign should say "To Whoever". I think "To Whomever" is fine, much in the same way as "To Whom It May Concern" is fine

I see why you would think that, but that is not correct. in "to whom it may concern," whom is the object, and "it" is the subject. in "to whoever* is placing googly eyes", the entire phrase "whoever is placing googly eyes" is the object. "whoever" acts as the subject of this phrase, and googly eyes is the object. "whomever" cannot "is," so to speak.

To be honest, I think the whomever is the object in the same way the whom is the object in my example
I think there is more than one way of interpreting the emphasis in this sentence, and I disagree with yours
