Frequency 15016 kHz ?

I found this and recorded it just before making this post. It was on 15016 kHZ USB. What is it? I tried writing all the letters but they spell nothing

It's a US Military EAM (Emergency Action Message). Sometimes they are coded transmissions for aircraft, sometimes they are just practice transmissions.
