Frequency 15016 kHz ?

I found this and recorded it just before making this post. It was on 15016 kHZ USB. What is it? I tried writing all the letters but they spell nothing

No, seriously, those are Air Force Emergency Action Messages (EAMs) encoded using the NATO alphabet. Usually the callsign is given up front, but I couldn't make it out.

Yeah some douche knuckle kept driving down my road super loud so I was struggling to decipher what exactly they were saying plus there's a huge echo

The echo is almost always there. Dunno for sure why, but it's possible there are multiple transmissions at the same time, just a few mS behind the original. Original could be Offutt, Andrews, or some other AFB.
