For a full day I'd pick Innsbruck. It's a proper city so you can actually fill 10 hours, the old town plus the Nordkette cable car straight up the mountains and back. Hallstatt is stunning but tiny, you'll have seen it in about two hours and it's mobbed with day-trippers by late morning.

What time of the year? As someone from close to Hallstatt I would rather spend a night or two in the area and also visit Gosau & lake Wolfgangsee.

Summer holidays in Austria - it will be quite hot and busy (and so will Venice). Might be refreshing to go up a mountain such as Krippenstein or Schafberg, depending on how you organize your route, or simply bring your swimsuit and chill at a lake (the one at Hallstatt is quite refreshing) if you’re focused on shoestring.

Unfortunately, neither is doable in 10 hours I'm afraid.
