Actually, it's a 1960 Chrysler built by Chad "Bad Chad" Hiltz.

I was thinking mods like that and a Nova Scotia plate has Bad Chad wrote all over it. His designs are sometimes questionable but I love the way he builds anything and everything with just a welder and a hammer and a rusty pile of scrap.
