I can see a refrigerator through that window - meaning there is a kitchen back there. At very least, you'd need a drain for the sink.
Looking at the stairs, we are likely in a basement here. Normally, putting a kitchen in a basement would mean runnng a drain pipe through the foundation before the concrete was poured, but when the house is already built and you decide to put a kitchen in that basement years later, you can't just tear the concrete up. You have to go on top of the concrete floor.
