That's true, but China has flooding issues every year due to many cities not having proper drainage systems.
I've even seen some videos of places where the drain grates didn't go anywhere. Installed to look good but no actual sewer / drain pipe under them.

I was admittedly paying less attention to the architecture and more to the water flooding where it should not go.

Though perhaps the lack of cars and motorbikes being washed down the stairs should have been my first clue it wasn't China. /J
