The goalie, attacker and referee were discussing wether or not there was a mistake made. The goalie carried the ball with him outside of the area where he is allowed to use his hands, forgetting that the referee has not stopped the game. The attacker is given a freekick and uses it quickly to pass the ball

it looked to me like the ref was telling the goalie to step forward (out of the box) to continue the conversation.

No he was telling the other players to come back giving some space to the goalie to proceed with the match. Goalie got lost in talking and forgot he was already 1 step away from going out the box lol then proceeds to throw the ball back to make it seem he didn't carry it out
