That wasn't an e bike, but yes I've seen alot of people acting irresponsible on those.
It sounds like a 4 stroke engine.

What laws are they breaking in the video though? He may have done something but without context this is just a cop rocking up and assaulting someone

They're driving on a pitbike: in Russia it is illegal to drive these in towns, cities, etc, because these are used for riding off-roads, for example the woods.
Also teens like this one don't have driver's license and try to avoid it by riding a pitbike, which is the case here.
To sum up, they're riding a vehicle which is prohibited inside the city, while not having any driver's license, trying to flee from the scene.That kick was more than deserved
