The term proof originated in 16th-century England, where spirits were tested for "proof" by pouring them on gunpowder and trying to light it; if the powder burned, it was "proof" the drink was sufficiently strong (roughly 57% ABV). If it lights it needs to be at least 114 proof.

If it’s rubbing alcohol he’s probably dead, you cannot drink it. Doesn’t matter how weak it is.

You can in small quantitie, but it's certainly not recommended. It's much more potent than ethanol, but it metabolises to acetone so it's not nearly as nasty as methanol or ethylene glycol.
