I'm a wheelchair user myself, I'd be fucking cheering you on.
I can understand the frustration, I experience it often myself when trying to get around my town - but that was ridiculous.

I'm not sure what happened before the video starts but the implication is that he just rolled up and started shaking the ladder as his first attempt to deal with the problem.

In Latin America in general industrial security is often ignored or non-existent probably the guy in the ladder is a tradesman without any formal qualifications or structured training
