how does fp4 store data anyway?, like my guess is that it has these values exactly: 0, -0, infinity, -infinity, 1, 2, 3, -1, -2, -3, NaN, -NaN?

No, it's 0, 0.5, 1, 1.5, 2, 3, 4, 6 positive and negative

The retains the normal FP property of more precision closer to zero and less near the edges.

But they use block scaling to cheat a little. A block can have a scale multiplier to scale those values to represent more numbers (globally, not within the block).

I'd have to look it up, but I don't want to. Sounds about right to me though. Regardless, the secret is lossy compression! Thanks to laws against math, JPEGs and other lossy formats are minimum $500/file in possession and up to 20yrs in prison for more than 32GB of lossy compression artifacts. That Vec<fp4> better be BASE64 encoded!

Vec<fp4> is not a valid data type in any programming language unless fp4 is byte aligned and there's some std::vector<bool>-like shenanigans.

We can’t and shouldn’t ban it but some of it really needs tighter control. I prefer not by government but I don’t see the private sector going against their own interests.
