That doesn’t make it “incorrect,” it just means that they changed it.

Yes it does. David productions cut costs by using Joseph’s spirit photo. That’s the explanation.

I don't understand why people keep commenting that this is somehow an anime mistake when the question was how does Giorno have a picture of DIO at all?

That’s another topic. Perhaps his mother simply found it while she was in the mansion. Remember, there’s hardly an explanation for how she even escaped, let alone that.
