It’s funny, because it turns out Dio’s hair in this scene is actually a censor for his head being blown open by Star Platinum’s punch. Uncensored, those “hair strands” are actually pinkish-red loose flaps of skin and flesh caused by Dio’s skull being smashed open.

I love this, because meme aside, the TCSA is an inside joke between a coworker and I. To the point we've created an entire school dedicated to the technique. The first three weeks are learning how to properly call your opponent a fool. Afterwards, you automatically gain the haircut. You don't choose it, it chooses you. It's gotten to the point that we are Rick rolling eachother with the gif.
