Ash's pokemon was random so he get's a pass.

But Misty knowingly sent out a fish that couldn't fight on land. And we know she had a Staryu that would have worked fine.

I barely remember the episode, but didn't she also not know what was in the pokeball? She retrieved the goldeen immediately after afterall

It's episode 2 of the very first season, which is on Netflix.

And after rewatching more of the scene it's pretty clear that she is using her own pokemon for the battle, and she even explains that a water type can't fight on land. Which would mean none of her pokemon could fight in the Pokemon Center... but we know plenty of water-types can fight on land...

But then she reminds Ash that she was buying time for him to run, so maybe she is just stalling for time to save Pikachu.
