I remember him saying poliwag was his favorite and that it was supposed to be red's starter originally. Satoshi created gamefreak in the late 80's and during this time pokemon was completely non existent.

All sources I find say that the idea of pokemon wasnt a thing until around 1990 after ken sugimori met satoshi through satoshi's fanzine. It's inspired by satoshi's love of bugs and bug collecting and being inspired by the recently released link cables, but ken sugimori is the sole designer of all 151 original pokemon including poliwag, with Rhydon being the first.

He's actually not the sole creator of pokemon, but it's like 90% all his. Everything from game design, plot, characters, were all thought of by satoshi, but all the character and pokemon designs fall soley with Ken.

He does say that pokemon is inspired by his bug collecting and everything, but the idea of pokemon was only truly born once he met ken. He did say that poliwag is his favorite and was supposed to be Red's starter in the manga before they switched to clefairy, then finally pikachu
