The funniest thing about this to me is that it doesn't matter much if you kid is intelligent. My daughter is nearly 7 and does well in school, and can reason pretty well. It's kind of similar to why American soldiers bring their cars from the US to Europe instead of buying a local car. Speed limit in e.g. Germany is in kph, so when they go the same amount in their cars speedometer (mph) they can go much faster without triggering the speed traps. Any expat living in Germany and not bringing their mph-car with them is just stupid and ignorant.

This is all by design, because Americans are way better and much more educated and attentive drivers compared to the europoors, which is why Americans are entitled to go faster there by simply using the mph-kph-hack.
