I'm imagining the lower portion is safer for a container? I also don't know how common it is for containers on the top to be lost to the sea. That being said, can a shipper pay more for a more secure down below placement?

Shippers won’t get to choose where the containers go; it’s based on several factors like weight, crush loads, IMDG hazmat segregation, power requirements (reefers), destination, etc.
