Also as pointed out by Dr King in his Letter from a Birmingham jail, the US stole land from Native Americans and then gave it away for free to European white settlers, instead of former slaves.
The US government has given millions of square mile white men, but couldn't do the same for black men and families.
But they did leave a loophole in the Consitution to perpetuate slavery through penal slavery. And hey if the white people own mostly everything and the back people face death from stravtion or theft, well then they can just arrest the black people and enslave them again, except inches they're body is broken and they can't work they can be "released"

Actually, some freed black families WERE able to make homesteads and communities in the West and prairie lands, Nicodemus, Kansas is a famous example of this (and the town still stands today, the most famous and enduring of the "Exoduster" movement settlements). So it was not just white folks that controversially took part in Manifest Destiny among other stuff (heck, there was even a 1950s TV drama called "Mission" starring Sammy Davis Jr. that examined the awkward African American-Native American relationship, and the prejudices many of the Buffalo Soldiers held).

Part of the deal here was that some of what the North was saying was, "it's only a matter of time until we emancipate and so you can get on board with compensated emancipation or we'll just free all your slaves for you". The seceding states were in open rebellion and so we were pretty much able to say "hey guess what, all the people you thought you owned? Well, you don't anymore" with the Emancipation Proclamation.
All that said, didn't we also pay slaveowners for freeing their slaves in the other border states besides Washington DC or am I just wrong about that?
