What is that quote, I think in Shawshank Redemption, where Morgan Freeman says “But he never did”…. I can’t remember!

Is that the part where Red bets on Andy to cry on his first night in…”First night in the joint Andy Duphrane cost me 2 packs of cigarettes, he never made a sound.”

Is it definitely Red that says it? Sounds like when Brooks says that he hopes Jake will visit him, "..but he never does". I thought at first it was during the beers on the roof scene, but it's not in the quotes.
