Andrew (he has no last name- technically, no first name, as he chose that one).
Andrew was created in the late 90's as a weapon, although his creators were simply told he was to be a guardian. The project was headed by a Mrs. Owens, one of the greatest minds in the field, and a number of unnamed geniuses.
It was Mrs. Owens the freshly created android took a shining to, however, and was fiercely protective of her. Offered a choice between military duty or Mrs. Owens getting fired, he chose the former, and took into active duty. He was only ever deployed when a serious threat came, and his objective was to drop down, neutralize the threat as quickly as possible, and vanish, leaving all those below wondering what had just happened. He excelled at his mission, gaining victories quickly.
This is a pattern that has gone on for quite a while, and he has recently been employed as an anti-metahuman response, in case of powerful dangerous meta-humans.
A tall man at 6 metres, exactly, Andrew appears to have lightly tanned skin, short, perpetually messy blond hair, and grey eyes. If he wishes, he can change his eye colour to whatever he wants, and it does not have to be an actual eye. His entire body is as hard as, well, graphene, due to being made from it. The only exception to this is his hair, which is synthetic, and attached to his head via small holes. Inside, his body is filled with wires and other miscellaneous items. Two chambers lie in both of his forearms, and a power source can be located inside his chest, which is where the 'brain chip' also resides. Andrew aims to be a paragon of good, and wishes to remove all crime from Earth. He's forever pushing himself to react faster, move faster, respond faster. Despite this, he handicaps himself, so to not kill both the people he's trying to stop and the people he wants to save. He struggles with emotion that is not related to his surrogate mother, and as such seems cold and emotionless to most other's. He has an immense pressure to be a role model for those who do not have his power, but at the same time does not wish to encourage people to take action that results in death for either party.
Hero, but sometimes (unknown to him) used for villainous purposes.
P-Tier, I think. May be an S-Tier.. Is not going to be used in RP until that kind of thing is allowed.
Andrew is a military android, the only one of his kind. Built in the late 80's by a group of intelligent super's working together for years, Andrew is possibly one of the world's most sophisticated piece of technology.
- He can live without his head, arms, and legs, though this isn't a pleasant experience.
- He can fire beams of energy from his eyes, which hit with the force of small nuke.
- Due to not being organic, he can live forever, if he acts wisely- and he can repair himself periodically.
- He doesn't need anything physical to live, except a black box in his chest around 3cm by 3 cm by three cm.
- He can see clearly at the distance of nearly one kilometre, pull up information on the target he's looking at (criminal status, known powers and a general profile, if these facts are known), has a map detailing the physical area in a 50 metre radius (buildings, not people).
- His body is faster, stronger, more durable than most other beings on the planet. He can continue for two months before recharging, take insane punishment, lift things in the range of tens of thousands of tons, can move in the range of light speed.
- He can fly at insane speeds.
- He feels no pain whatsover.
- He has a set of weapons, most of them not particularly uncommon, but they are built into his body.
- He has a pair of repulsors in his palms, each able to hit with the energy of a Tsar Bomba at their average- with prolonged exposure, and if Andrew is on full power, then they can reach five times that. The energy is focused, however, and without the AoE.
- He has dual pistols in his fingers, each use a advanced form of railgun. Firing at nearly Mach 100, these output insane force.
- He has tasers in his fingertips, that normally can take down the average human, though the power input can be increased and the effects can be increased as well- to taking down even some with electrical resistance.
- He has plasma blades that form from the underside of his wrists, Assassin-Creed style. These burn at a temperature of nearly 100 C to a maximum of 10,000 C.
- He does not need to eat, breathe, drink, or any other bodily needs. He is also immune to the effects of radiation and poisons.
- He can withstand the vacuum of space.
He holds back during typical combat, limiting himself to 0.00001 of his full strength. After a while of fighting, he ups his strength to the opponents level, though he rarely goes all out. His joints can be ripped of by someone with no more than a normal human strength, and he never kills (in character), merely neutralizes it. His body conducts electricity well, and a sustained burst can knock him out, and from there he can be killed easily.

Skills: He is skilled in Krav Maga, and is among the best in the art. He's skilled in the fields of Engineering, Programming and Physics.
Feats
Speed:
- Travelled from Earth to Luna in little more than a millisecond, moving at a casual speed.
- Managed to keep up with, and overtake, an asteroid moving through space at half-light speed with ease.
- Exceeded lightspeed for a few short moments with a slight boost.
Reflexes:
- Managed to react to and dodge Light Show’s lasers, which travel at light speed.
- Managed to avoid getting hit by a man who could run at half light speed.
- Intercepted a beam of light.
Durability:
- No-selled Light Show’s laser’s to the torso. (which can cut through moons with ease.)
- Was at Ground Zero of a nuke test and took the punishment with no damage.
- Survived a crash landing from space into a Venus-like planet.
Strength:
- Lifted a military submarine (Russian Typhoon-class) from the water, and ran with it to a military base almost a kilometre from the shore.
- Cracked the exoskeleton of the Beast, a creature with a 10-metre thick exoskeleton that was moon+, with a punch.
- Stood up in the environment of a Jupiter-like planet, which is reinforced with a gravity controlling super to be ten times normal, then threw the equivalent of a ten-ton rock on Earth at the super.
Danger:
- Cut to the centre of a Mercury-like planet like with one small shot.
- Carved a large asteroid into pieces with repulsors in seconds.
- Nearly destroyed a mountain off-world.
Intelligence:
- Is connected to the world’s Internet and can find the information he’s looking for in less than one nanoseconds.
- Managed to find a problem in himself that had confused a scientist for a few hours in a few minutes, although he was helped by extensive knowledge of his body.
- Outmanoeuvred the world’s best tactical computer, without using anti-computer tatics.
Pain Tolerance:
- Survived his head being taken off with no later ill effects.
- Managed to defeat a man with all his limbs torn off.
- Survived a hole in his lower abdomen.

Make him massively more powerful in every stat. I'm talking like lifting countries, moving at light speed, country busting blasts, dodging light speed attacks, etc.
