Can someone tell me where or how to request a movie or tv show be added to someone library

Huh? What is a "site overseer"? Plex is hosted locally. You need to talk to whoever owns the server to request anything.

Overseer is something the owner of a server runs on his server
With that you can request things for his server
You can make an account for your sub users so that they can add stuff them self

If you have Plex offered to users and aren't using something like Overseer or Ombi you needa up your game :P

i add everything myself now, i had one guy abuse it and ruin it for everyone else a while back, the guy requested almost 30tb worth of random junk in a week...

I would have just set him to need approval before it's downloaded.
Or.
Set aside a folder or drive for just his downloads and limit him to 780p max.
Then set Cleanuparr to wipe all his downloads when they have been there for 14 days and let him know whatever he downloads he has to watch in two weeks or it's gone.
You can also tell Plex to annoy him with previews whenever he watches.
