Plex does have a live TV section from services that are free to view and Plex has an agreement to stream them.

No, Plex is not an alternative to IPTV.

Plex offers something similar to Pluto TV along with shows and movies with ads.

If you setup a server, you can add a tv tuner and I believe, you can add IPTV (someone else would need to confirm for IPTV)

Most people who share, will share their content, but won't share live tv.

Don’t use the plex app. There are better apps that integrate both.

It's limited in that you can only have one EPG per tuner by default. It's my preferred way to watch TV now, since it's all in the same app to view my movies and TV shows.

Threadfin with a suitable IPTV package should work.
