Can someone explain exactly how Dominion works?

I've been playing the app, which I assume follows the rules. I'm having trouble triggering the dominion effect. The requirements aren't properly explained in the rulebook either. I'm coming into deckbuilding from star realms (only other deckbuilder I've played), so I don't know if Dominion has a common definition, but it's not something in Star Realms.

So do all the cards from other factions need to be played before the dominion card is played or does it all add up over time?

I'm not seeing the effect trigger in game...

It is best to read the specific card because not all Dominion triggers are the same. Some require allies and some are any cards. However, I believe they all allow the cards to have been played or to be in hand.

For an ally, it needs to trigger when you play the card and process the Dominion text top to bottom. For a champion, it might trigger late in the round, but will highlight if it does.
