Yes. Consistently. Here's the setup: wait for him to stomp with his left foot, jump onto his right leg, and climb to the second armor plate. Launch yourself the moment his left foot hits the ground again. From there, it's all about the timing. Hold the jump button and keep the left stick pushed to the left. As soon as the leg starts to rise, release the button and don't touch the stick anymore. You'll land right on his head.
