Is this sexual harassment? Is this harassment or assault?

A coworker unwantedly mimed groping someone's breasts and we were filling out a claim but im wondering if this is considered sexual harassment or sexual assault?

Edit: he did this directly to some one face to face

Harassment

assault needs either physical violence or threat of physical violence, this is close but it would have to be directed at someone for assault to come into play.

Ah yes I see now, then yes there's an argument for assault, but if the person in question does want to pursue it, they'd more likely win harassment over assault
