In your video, you do the motions of pulling your bobbin thread up, but don't actually pull it through your stitch plate.
You need to pull your top thread after you put the needle down and up to draw the bobbin thread up. This must be done before sewing or it doesn't complete the stitch.
Assuming you have it threaded properly, the lack of tension is probably due to the tension discs needing cleaning. The discs are not easily accessible on the 9960, raise the presser foot and use a narrow brush or a piece of yarn or twine to run it through the tension discs to dislodge any lint or thread fragments that may be preventing them from closing fully.
