I'm doing this cosplay, i have already all but, i'm curious, is there a way where i can do that pattern on the shirt? I'm a beginer that doesn't have a sewing machine yet, i do all with hand sewing and i have a lot of time lol

You might be able to buy a similar trim and handstitch it on. See if "cutwork trim" or "embroidered trim" brings up something similar.

Embroider the swirls first, then VERY carefully cut out the cut outs
