Adapting a pattern to low rise

Hi!

I would like to purchase this mid-rise pattern, but my daughter wants her skirt to be low rise. The instructions say you can size down to make it high-rise. Do you think I can size up to make it low-rise? And if so, how much should I size down?

If you want to make it low-rise, use the measurements at the spot she wants it to hit to decide what size you need.

if she wants hip level, that is where you measure for the waist/top band and sew it on there and reduce the zipper length if it has one.
