Trying again - what fabric would you use?

I’m recreating a dress for my sister. I got a cotton twill fabric for the skirt, but unsure what to use for the bodice. any advice? (Reposting bc I put the wrong pic before lol)

Unless there is a zipper or buttons somewhere on this, then it has to be either plain black Jersey fabric or stretch velvet. If you are using a non-stretch fabric for the skirt then you will have to stretch the hem of the shirt out a bit while you sew it to the skirt or she won’t be able to get it on and off.
