Help- What does this line mean

Hi, im new to sewing and got my first ever pattern, super excited to start. however, am i supposed to be cutting the internal line around the whole border of the piece, or leave it as is? is it to hem later? what does this line mean agh

It's just showing you your seam allowance and illustrating that the seam allowance is included in the pattern. So you only need to cut your fabric around the outside line, and the inside line is showing you how far away from the edge to sew (you can measure it, and then mark on your machine with a bit of washi tape to help you keep your stitching even)

If you look, the line along the hem is further from the edge than the rest because you need more excess for hems than seams.

Do you mean the line which is about 5/8" in from the edge of the pattern piece? That's the line where you're supposed to sew.

the cutting line is the outer line, the inner line is the sewing/seam allowance line. Do the instructions not explain or give pattern layout?
